Cars Land is one of the most popular Disney theme park lands of all time, helping to save Disney California Adventure from the struggles it faced since opening. But this land has never been cloned anywhere in the world, even as Disney attractions are being cloned on an increased basis with each year.
There are many reasons this happened, and Cars Land never made its way outside the Disneyland Resort.
For one, the land is massive, making it very hard to copy the full land. The only case of two completely identical lands getting built in Disney history is with Galaxy's Edge, and it was specifically designed to fit in both locations.
More often, individual attractions get cloned, as has been happening so much in recent years.
We also have seen individual rides from this land get cloned in a way. The ride system behind Mater's Junkyard Jamboree has become one of the most popular flat ride models in Disney Parks over the last few years, although the Cars version didn't make it out of Cars Land. But there are versions of the ride system themed based on Toy Story and Big Hero 6 in Disney's Hollywood Studios and Tokyo Disneyland respectively.
The land itself, being an exact replica of Radiator Springs, requires a ton of land, and is not very flexible in that regard so it couldn't really be changed much to fit in another park. You might be able to cut one or two buildings at the entrance of the land, but the rest is really unchangeable.
This isn't like most cloned attractions that can have subtle differences between each version (different facade on Mickey and Minnie's Runaway Railway).
The land is also designed in a way that really only works in the Disneyland Resort. Disneyland, being located in Southern California, does not have to deal with the same weather issues that other Disney Parks do. It doesn't the snow issues that Tokyo Disneyland and Disneyland Paris do and has less rain than any other Disney Park. This makes it a lot easier to operate a flagship attraction with major outside sections.
Disneyland has more outdoor attractions than basically any other Disney resort, and that's why they could build Radiator Springs Racers, which simply wouldn't work in other parks.
The closest comparison to this ride is Test Track, which has a much smaller outside portion and has some of the most downtime of any Walt Disney World attraction.
Cars Land was perfectly designed for the Disneyland Resort, and despite its popularity we may never see another version of it in the world.
